U.S. Air Force Lt. Gen. Robin Rand pins on his third star with the assistance of his wife Kim and U.S. Air Force Gen. Mike Hostage, commander of Air Combat Command, at Davis-Monthan Air Force Base, Ariz., Dec. 1.
